What is “General Pool Residential Accommodation” (GPRA)?

The Central Government has developed a programme order to provide qualified employees with affordable housing options. This is something that the traditional pool residential dwelling was explicitly intended to accommodate. The Directorate of Estates (DoE) in Delhi is in charge of administrating these estates. 

Candidates are placed in open positions after eligibility, and the available positions and their qualifications are evaluated. The conditions for allocation are outlined in a document called the Allotment of Government Residences Rules. 

These programmes are now being carried out in several major cities, including 

  • Delhi
  • Kolkata
  • Chandigarh
  • Mumbai
  • Chennai, amongst others. 

Applicants need to be currently working for either the government of the NCT of Delhi or the national government. 

The E-Sampada platform was developed specifically for the use of government employees who are based in Delhi. This new platform has taken the role of the E-Awas website, and applicants are strongly requested to avoid mixing the two. The National Capital Territory of Delhi and any city limits or territories formed by the Regional Directorate of Estates offices make up part of the eligible zone for the GPRA (CPWD).

E-Sampada

Around Christmas in 2020, Hardeep Singh, the Minister of Housing and Urban Affairs, announced that E-Sampada would be launched. It is a brand new web and mobile app that provides a centralised location for reserving all residential accommodations, business space, and holiday homes available via the government across a total of 28 different locations.

E-Sampada: Advantages

  • People can access a wide range of services through the Esampada website. These services include the reservation of venues, the rental of vacation homes, the reservation of hostel beds for travelling officers, and office, market, and residential accommodations for the government.
  • Because it is open and easy to use, Esampada helps users save time, money, and paperwork.
  • On the Esampada website, every applicant receives a personalised dashboard where they may access various services, such as the status of their application and the ability to update their mobile phone number.
  • On the Esampada website, applicants may also submit papers and file complaints about the application process.

E-Sampada Mobile App

  • An E-Sampada programme that is simple and straightforward to use has been made available for real estate directory services. 
  • The e Sampada application may be downloaded from the Google Play store, and enrollment on the website is required to access any of the services.
  • Using the mobile phone, you registered with e Sampada to log in to the mobile app is required. 
  • If this is your first time using the site, you will need to click on the registration link, fill out the form, and click on the register button.
  • To be eligible to use the e-Sampada website to apply for subsidised housing, the applicant must comply with some criteria and eligibility conditions.

Who is eligible for the GPRA?

The determination of eligibility is based on qualifications, eligibility, and vacancies, respectively. They are allotted according to the Government Residences Allotment Rules established in 1963.

The Cabinet Committee on Accommodation has to provide its stamp of approval before applicants working in government offices in Delhi may move into their new digs (CCA). In addition, they have to be located within the NCT’s designated boundaries.

Candidates working in government offices outside of Delhi are also eligible to apply for it. Before the CCA may forward these petitions to the directorate, they must first be accepted by the CCA and get clearance from the joint secretary. They are also required to disclose information on the state of the office and whether the officer or department employee is qualified for residential housing from any of the other pools.

  • Anyone working for the government who has access to a departmental housing pool may also apply for this opportunity.
  • It is important to remember that the applicant must submit documentation from the department proving that no applicant’s junior has successfully obtained an allocation from the department.
  • Certificates that do not reflect these criteria in a clear enough manner will not be accepted.

E-Sampada: GPRA eligible to apply

  • To be eligible for GPRA, applicants who work in government offices in Delhi need to get clearance from the Cabinet Committee on Accommodation for their location (CCA). In addition, their physical locations must be entirely contained inside the NCT
  • Candidates for the GPRA who are employed in government offices outside of Delhi must have their plans accepted by the CCA before they can be delivered to the directorate with the permission of the joint secretary. These candidates must also include additional information, such as the status of their office and whether or not they are eligible for residential housing from any other pool.
  • Everyone who works for the government and has access to a departmental housing pool is qualified to apply for the GPRA. The applicant is required to provide documentation from their department demonstrating that “no junior to the applicant has obtained a turn allocation” from the GPRA Delhi pool. Certificates submitted for the GPRA Delhi competition that do not specifically reflect these requirements will not be approved.

Many pay rates may be used for accommodation.

  • Individuals with monthly incomes of Rs. 1,300, Rs. 1,400, Rs. 1,600, Rs. 1,650, and Rs. 1,800 are eligible for accommodation in the Type 1 category. 
  • Those with annual incomes of Rs. 1,900, Rs. 2,000, Rs. 2,400, and Rs. 2,800 are eligible for housing of type 2. 
  • While people with annual incomes of Rs. 4,200, Rs. 4,600, and Rs. 4,800 are eligible for housing of type 3.

Priority For The Assignment Of Available Lodgings

The date when an individual first started working for the government of India and the minimum pay are requirements to be eligible for Type 4 government quarters. 

If many officers in Type 4 quarters for central government officials have identical data, the officer who will be leaving the location sooner will be given precedence. It is important to remember that employees eligible for lodging in Delhi government quarters of Type V or above have the option of selecting lodging that is of a lower category but not one that is lower than Type IV (Special). 

Despite this, officers who are qualified for Type V-A and Type IV (Special) housing are nevertheless permitted to submit an application for Type IV housing in Delhi.

The GPRA’s Procedure For Allocating Resources

Step #3: 

From the main menu, choose “Application,” then locate and complete the “DE-II form.” This should be forwarded to your office, and the directorate will verify its accuracy once it has been reviewed.

Step #4:

  • Once you have finished filling out the form, choose “Allotment Preference” from the list of available options in the drop-down menu. 
  • You will be presented with four choices; after giving each one considerable consideration, choose the one that most closely satisfies your criteria. 
  • Based on your preferences, choose a house style and decide whether or not to include a pool. 
  • Once completing your selections, please hit the “submit” button.
  • After you have made your selections, the page will provide a list of all the positions you have chosen, as well as your position on the waitlist. It would be useful if you ranked your allocation choices concerning these other possibilities right now. 
  • To keep your selections in the order you made them, click the “Accept” button. You should print a duplicate of the screen when you have finished saving all of your settings.

If it is accepted, your name will be placed on the waiting list for appropriate house types beginning the following month.

When your housing request has been approved, allocation letters will be issued to all the persons who submitted their applications online. You will be required to submit your acceptance of the accommodation online within eight days of receiving your letter.

GPRA Allocation Quotas And Pooling Requirements

Under GPRA, there are many pools and quotes for available housing.

  • Nearly seventy Type VII properties are currently available for online distribution to government secretaries in various New Delhi locations. This type of pool is commonly referred to as a secretary’s pool.
  • Officers with tenured positions are eligible for various perks and benefits. Example (IAS, IPS officers). The pool of tenured officers is comprised of these individuals.
  • Services Not Provided by All of India Under the Central Staffing Scheme, there are many different housing alternatives available to officers serving on central deputations. This is the pool of available tenured positions.
  • Some rooms are reserved exclusively for female government workers. These people could be married, or they might not have a partner. This pool is referred to as the lady officer’s pool, and that is its name.
  • There are around ten homes in the pool reserved for legal professionals employed by the government of India. These legal officials include the attorney general, the assistant solicitor general, and the solicitor general.

  • Category I professionals make up to Rs 20,000 per month and are qualified for Type IV housing because of their income level.

According to this quota, around forty homes are set aside for prominent artists who have been granted permission to purchase a home by the Ministry of Culture.

COVID-19 GPRA Guidelines.

As we are now in the midst of the second wave of COVID 19, GPRA was required to update its suggestions. The United States government has declared that it would continue to enforce several regulations associated with typical pool residential structures. The following are some of the rules that have been stated:

The following categories of people will be entitled to keep the government housing they have been allotted beginning April 1, 2021, and continuing through June 30, 2021, throughout the country:

  • Rule 24(2) states that when two allottees living in separate lodgings granted under these rules get married, they are required to give up one of the accommodations within one month of their marriage.
  • Rule 40, which allows for the keeping of GPRA records for a limited period in certain circumstances, was recently revised.
  • A lodging change is permitted under Rule 44, paragraphs 7 and 8.

Updates on E-Sampada

As part of the National Monetization Pipeline, the government would be responsible for rehabilitating seven GPRA colonies in Delhi.

1 September 2021: Rehabilitating seven General Pool Residential Accommodation (GPRA) Colonies in Delhi is one of the ways that the government plans to raise Rs 15,000 crores via the monetisation of real estate and infrastructure through the National Monetisation Pipeline (NMP) (NMP).

These seven colonies are located in the areas of New Delhi known as 

  • Sarojini Nagar
  • Naoroji Nagar
  • Netaji Nagar
  • Sriniwaspuri
  • Thyagraj Nagar
  • Mohammadpur

Kasturba Nagar is also home to several of these colonies. It is expected that a total investment of Rs. 32,276 crores would be made in refurbishing these seven colonies. In addition, the centre has chosen a plot of land in Ghitorni with 240 acres for the construction of residential and commercial buildings (Delhi). Completing this project will result in the

GPRA will create 8,000 dwellings for the company and 3,000 apartments for migrant construction workers. It is anticipated that the investment would reach 15,000 crores of rupees.
